Expertise:
Ms. White has been a practicing engineer for more than 20 years, with responsibility for a broad
range of projects involving groundwater management, water supply reliability, water resources
engineering, water quality and groundwater contamination investigations, water rights and
litigation support. She is recognized for her careful attention to her clients, and the detail and
accuracy of her work.
She is experienced in regional hydrogeologic studies including
groundwater basin characterization, field investigations, groundwater monitoring system design,
and groundwater contamination assessments. For example, she recently served as Project
Engineer for a Technical Report summarizing conditions at a Southern California landfill and
providing recommendations for a revised Monitoring and Report Program. Her organizational
and analytical capabilities have been key to the systematic evaluation of the site, which is
complicated by numerous upgradient and side-gradient industrial sources and highly variable
groundwater flow rates and directions.
Kate has considerable CEQA, water supply assessment, and Urban Water Management Plan
experience. Most notably, she was project manager for the water supply sections of an
Environmental Impact Report for the Marin County General Plan Update,
which included various alternatives for residential development in unincorporated
areas of the County. The EIR was recognized by the Association of Environmental Professionals
as its 2008 Outstanding Environmental Analysis Document.
She also served recently as Project Engineer for a water supply assessment (WSA) in Northern
California that incorporated past, current, and estimated future water supply and demand of
numerous cities, community water systems, rural residences, and agriculture. Kate provided a
systematic approach to organize inconsistent data from numerous sources into linked
spreadsheets and to develop scenarios for future supply and demand conditions.
